Earl,

While in the city yesteday, I received a disturbing telephone
from a member of the WNBC news staff, Mr. Gannon (x2373). I wish
to share the contents of the call with you, as be indicated that he
was working on a special program describing the abuses of the private
practice methadone delivery system in the city. He called me because
he had heard that I had objected to Dr. Arthur Zaks going into practice,
and he wanted some information about Dr. Zaks.

The tenor of his questions wasequite hostile; nevertheless,
I indicated that Dr. Zaks was a student of mine; that he had made
significant research contributions in the field of opiate abuse; and

that I had tried to dissuade him from providing methadone delivery,
in part because I believed the community was precipitating this
delivery before it was proven, and in part because I hated to lose
a good

researcher.

Mr. Gannon, if he has evidence of malfeasance it is his duty to
see that it is tried in the proper fore, the courts, not TV. If
