Dear Senator Javits, During the past few years the President has sought support for discontinuing research training funds. The impact of this effort on research and teaching is far reaching, and Representative Paul Rogers has introduced legislation to reverse this Presidential decision. I should now like to solicit your support for 56h0, "The National Research and Traineeship Act of 1973", when its equivalent is introduced in the Senate. This bill would restore research and teaching fellowships tith a) a ceiling on the total amounts to be spent, b) a proviso for a return of two years of service for every year of support and c) a limit of three years of support. Such provisions should overcome most of the objections to the previous programs. HR This bill would allow continued progress in the development, through research, of safer and more effective drugs for treating various illnesses and for the best applications of drugs for the treatment of patients by practicing physicians. These are matters of concern to those of us who consider ourselves as clinical pharmacologists, but in the broader view,.this bill will assure a continuing flow of researchers and teachers for all fields of medicine.
