Dear Congressman Rogers,
You were kind to answer my letter so optimistically,
have
I
no experience in suggesting legislation, I have
tried to outline the form that seems to me, to serve the needs.
The commission idea comes from the potential power of focussing the
energies of a group of members on 3 defined problem-- not one so broad,
that the number of options are great and the funds diverted to
provide representation of all points of view. This, in my mind, is
the potential flaw with the President's view of drug abuse control—
no man is so equipped by training or experience to lead the field in

prevention, detention, military problems, education, 355.

Furthermore, you will be pleased to know, that in
the
repeated admoiishment from your office and from the
response to
academic segment of our society, two important steps have been taken
in regard to the antagonists: naloxone has been invested in a
silastic implant, and is now in animal trial in New York; and naloxone
pamoate has been produced, found safe in dogs, and is soon to go into
human trial for duration and efficacy tests in our laboratory. In
addition, there is another, potentially more potent antagonist, which
is now in human toxicity trials (BC 26OS—Bristol); and the first trials
of lealpha-acetylmethadol show a three times a week schedule to be

safe,

and as

effective as high dose, daily

methadone

in addicts.

Perhaps, the commission will come at a time when it
can reap the harvest of these early plantings, but there is so much
to be done that I still feel a specific body with a specific charge
may be appropriate now.
