I have knawn of Dr. Keelar*a work for many years.
and nine; July, 1969, I have had more direct contact with
him in this Department of ?sychiatry. His record in North
Carolina is well known and his work there was of the calibar
tn receiva recognitian both by HIKE in its Carter Development
Program and by the University where he was promotad to full

Since coming to New Ycrk Medical Collage, he has been
unable to make use of his abilitics~~ in part, because of the
liwited clinical facilities at his diagonal, and in part because

indeed not yet awarded. ﬁe has carriaé out a teaching yragram
with psychiatric residenta and this has been done wall, for both he
and the students have been enthusiastic and they have raqucsted an
increase in their exposure to his teaching.

I believe him ta be a good researcher, capnble of undertaking prograns in aubutance abuse and schizophreniaww two subjects
of mutual interest. ﬁe writes well and his concaptualizatian of
a study program in cannabis was wall ptesanted. We understand that
tha project was racammended for support by the study atetian at
MIME but remains unfunéed because of the continuad lack of
a budget
for REV, rather than any inharent problem with the prtaentntion.
His persunality can best be described an raserved,
unassuming and mmdarately insensitive. He is forthright and cooperative
with his junior: and has exhibited the ability to relata to other
staff membara, particularly those in tha training divisions.
