Dear Bob.
I am writing with regard to a proposed grant - contract
to develop a delayed release implantable naioxone.

Following our original discussions with Dow~Corning.
the makers of silastic, we contacted the Food and Drug Research
Laboratories, Inc., as a local concern with experience in the
development of delayed release compounds. After an interchange
of letters and discussions they submitted a proposal dated
August 22. The program follows our request and we believe
that such a program has public health merit. Their budget.
however. is reasonable for direct costs, but unth the over—
head. appears larger than the contract amounts which were
discussed with Drs. Cohen and Miller in June.

are aware that NIMH is supporting a contract with
at the University of Delaware. Considering the
magnitude of the drug addiction problem and the logic of an
implantable antagonist, we would like very much to recommend
the additional program in New York. If an implantable naloxone
could be produced, we would like to do the clinical assays.
