Dear Dr. Ulett:

In developing the teaching and research programs in the Missouri
a great deal of difficulty in
am writing today to request your
help in obtaining the early admission to the United States of a
physician immigrant who has qualifications necessary for the program
of the Institute. we have filed a petition to classify Dr. Chaim
Rosenberg as a first preference quota immigrant. In discussing this
petition with the Immigrant Authorities in St. Louis. they indicate
that because he was born in South Africa and since the quota is lim~
ited to 100 per year, it will probably be a.minimum of twelve to
eighteen months before his admission is possible.

recruiting qualified scientists. I

The programs in the study of new drugs in the treatment of
schizophrenic patients is an active one at this Institute. Dr. Harry
Neubauer. who has been assisting us in this program, is returning to
England next month. .We have sought a replacement for him and have
been unable to find a qualified scientist. Dr. Rosenberg is imminently qualified to undertake and continue his study program. At the
present time he is in England and it is an accident of his birth
place that makes it difficult for him to come and work within our

program.

Dr. Rosenberg graduated from the medical school of Johannesburg,
South Africa in November, 1960. Since that time he has taken postgraduate training in Psychiatry in various institutions in England and
is, at the present time, Psychiatric Registrar at Netherne Hospital.
In addition to the M.B.B.S., he holds the special diploma in psychological medicine. He has satisfactorily completed the E.C.F.M.G. ex-

aminations.

These qualifications make him imminently suitable both as a
teacher in the psychiatric research training programs of the Institute
and as a clinical research scientist. While I have filed the petition
with the Immigrant Authorities, and while I an optimistic that they
