In general, the contract appears to be sound, with the exception that
the role of the Director of the Missouri Institute of Psychiatry in a
confused one. In addition, the recommendation regarding the Research
Foundation is unclear.
(1)

The structure proposed by this contract provides that the
Chairmen and Head of the Department of Psychiatry at the
Missouri Institute of Psychiatry he called "Medical Direc—
tor“, with on M. D., which equates him with the Director
of the Institute under the State program; however, on
page 3, in Section 3-D(2), the Advisory Committee en~
compasses the Head of the Department of Psychiatry, the
Superintendent of the St. Louis State Hospital and all

other sttte superintendents across the state, omitting
the Director of the Institute.

In Section 3-D(3). the

Head

of the Department of Psychiatry

is indicated as acting Chairman in the absence of the Been.
which implies that this is not the general Advisory Com~
mitten but is a special Advisory Committee for the Institute.
In Section 3-K (page 4), the Department Head is equated with
the Director of tho Institute because it states that the
"Department Head who in turn answers to the Division of
Mental Diseases through the regular channels used by the

It appears that in drawing up this agreement
there is a confusion of the role of the Director of the
Hissonri Institute of Psychiatry and that of the Chairmen and acting Hood of the Department of Psychiatry.
If indeed it is the intention of the contract to pro—
vide that the Head of the Department of Psychiatry be
other than the Director of the Missouri Institute of
Psychiatry, then it would be important to clsrify the
distinctions necessary in Doetions 3—3 and 3—3, where
the Director of the Institute is clearly in mind, and
in 3-D and 3~F, where the Department Head is clearly\
in mind if he is other than the head of the Institute.

In Section 4~n.(ps3e 6), there is no ambiguity implicit in the
fact that the Direetor of the hisaouri Institute of Psychiatry

holds no ssst of the Advisory Connittee and yet is charged by
the Division of Mental Diseases with the administration of the
resesrch end training activities of the Institute.
In Section t-A there is implicit that the Missouri Institute
of Psychiatry may be celled upon to provide research space
and facilities to the University, in which the Director of
the Institute may possibly have very limited supervision.
This ambiguity can best be corrected by deletion of the
sentence regarding "adequate space and facilities".
(3)

Section 640 (page 7) is ambiguous in that it should specify
the "Psychiatric Research Foundation of Missouri" instead of
”research foundation". It should be made explicit that the
Foundation con continue with the approval of the Head of the
Department of Psychiatry to provide the expenditure of funds
within the Institute directly without being subject to the
phrase "will be routed through the University”. If, indeed.
that the funds be routed through the Univer»

(¢) I can find nowhere in the Academic Tenure Regulations or the
By-sts or the proposed memo any suggestion regarding ssbbnt~
iosl leaves for holders of regular academic staff appointments.
Should this be encompassed by a statement that the sabbatical
leaves and other fringe benefits of the University of Missouri
will apply equally to the members of the Missouri Institute of
